In December 2023, the United States and Kazakhstan celebrate 30 years of nonproliferation partnership under their landmark Umbrella Agreement. Cooperation to secure the Semipalatinsk Test Site would not have been possible without Kazakhstan’s courageous decision to close the site as one of its first actions as a new independent nation. The U.S. commends Kazakhstan for continuing its trailblazing nonproliferation leadership for more than three decades.
