Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

    Capt. Gregory L. Tiner, a native of Sacramento, California, enlisted in the U.S. Navy in 1990, and after graduating from boot camp at Recruit Training Command Orlando, he attended Yeoman “A” School. He attained the rank of chief petty officer before earning his commission in 2003 through the Limited Duty Officer program. He graduated from Excelsior College in 2001 with an associate in applied science for administrative and management studies; Park University in 2013 with a Bachelor of Science in Human Resources Management; and University of Arkansas in 2014 with a Master of Science in Operations Management.

Miller holds a bachelors and master’s degree in Business Administration.

His academic achievements include Marine Corps Corporal’s Course, Sergeant’s Course, Navy Senior Enlisted Academy Class 165 Blue, and Command Master Chief (CMC)/Chief of the Boat (COB) Capstone course.
