NSTC N6: Account Request Process

 

Requesting access to NSTC resources or accounts can be a complicated process. The intent of this page is to help staff understand the prerequisites and the process steps required to obtain access to NSTC resources via an NMCI on premise, Flank Speed and/or Nautilus Virtual Desktop (NVD) account.

 

Prerequisites: There is only one...

  • Common Access Card (CAC) specific for the position being held
    • What does that mean? If the user has taken on a new role, they must have obtained the new CAC prior to submitting.
    • Examples:
      • Military to Civilian
      • Military to Contractor
      • Contractor to Civilian
      • Civilian to Contractor
      • Branch to Branch (Army to Navy)
  • Can I use my Reserve CAC?
    • Easy and definitive answer is no. There are values assigned to the CAC that would preclude it providing the right level of access for your needs here at NSTC. The only time this is a yes is when the Reservist is assigned to NSTC in that capacity.
 

System Authorization Access Request: DoD SAAR: Account Request's first step

The SAAR is your department or command's methods of requesting access to IT resources, effectively giving permission and providing vital information pertaining to who you are and what access you require.

Submitting a SAAR begins with obtaining the proper version of the document, then completing the required fields and routing it through your local chain of command to the NSTC IAM team.

 

 

Account Creation or Migration

Once the IAM team is received and processed the SAAR-N, the ACTR team will take action to either create or migrate an existing account to NSTC. The ACTR Team does not monitor or process the SAAR-N and cannot take action for the accounts until directed by the IAM Team.

New Accounts: Upon account creation, typically one to two business days after submission, the ACTR Team will notify the new user or the new user's supervisor that their NMCI Account is ready for use and the process to begin using it.

Users must maintain their account by either logging into an NMCI asset (Laptop or Desktop issued by NMCI) or logging into the webmail portal ( https://webmail.east.nmci.navy.mil ) at least once per thirty (30) days. Contact NSTC N6 for assistance with initial logon to an NMCI asset if the new user is not on-site and connected to the NMCI network.

Users should visit the nearest CAC Lab or visit the ID Card Online site (https://idco.dmdc.osd.mil/idco/ ) to have their new @navy.mil e-mail address added to their CAC. This will facilitate sending and receiving encrypted email and with some .mil online websites.

Users should also visit the ID Card Online site to update the information that will be displayed in the GAL. This will facilitate other users in locating them for contact, as it will denote the command they are under.

Migration of Account: The ACTR will request the movement of existing NMCI accounts from previous commands to NSTC. This process can take a few business days longer than new account creation. However, the new user will be able to logon to webmail or an NMCI asset once the SAAR-N is approved.

Users must maintain their account by either logging into an NMCI asset (Laptop or Desktop issued by NMCI) or logging into the webmail portal ( https://webmail.east.nmci.navy.mil ) at least once per thirty (30) days. Contact NSTC N6 for assistance with initial logon to an NMCI asset if the new user is not on-site and connected to the NMCI network.

Users should also visit the ID Card Online site to update the information that will be displayed in the GAL. This will facilitate other users in locating them for contact, as it will denote the command they are under.

 

Users with existing mail.mil accounts

Some users may have an existing and active @mail.mil email account that must be relinquished prior to obtaining a Flank Speed account. This is accomplished by contacting the NROTC ACTR via e-mail @ nstc_nrotc_njrotc_ctrs@us.navy.mil to facilitate completing a relinquishment form.

Accounts will not be migrated to Flank Speed (@us.navy.mil) until the mail.mil account has been relinquished.

 

Flank Speed

The next step in obtaining access and the User's final E-Mail address is called Flank Speed. This process, once the above have been met, can take between seven (7) to ten (10) calendar days.

During this period, it is very important that the user maintains their NMCI @navy.mil account in good standing. This is accomplished by logging into an NMCI asset or webmail* ( https://webmail.east.nmci.navy.mil ) at least once every thirty (30) days. If the NMCI @navy account becomes disabled (at thirty (30) days) or deleted (forty-five (45) days) due to inactivity, it will not be processed into a FS account and the account process will have to be restarted.

Once the FS account is created, users will have access to the Microsoft Online Office 365 solution: including a new e-mail address (@us.navy.mil), Office Applications and One Drive with one terabyte of file storage via the portal ( https://portal.apps.mil ).

*This webmail will only function until the user's account is migrated to Flank Speed. If you receive an error, it most likely means that your e-mail account is now migrated to Flank Speed and your new URL for checking email is the Flank Speed Portal (https://portal.apps.mil - CAC/Password Requred) or NVD. If you receive an error at both sites, please contact the NROTC ACTR Team @ nstc_nrotc_njrotc_ctrs@us.navy.mil for assistance.

Nautilus Virtual Desktop (NVD)

Remote access to encrypted e-mail and .mil sites is made possible utilizing a virtual computing environment called NVD. Users may request NVD accounts once their accounts are migrated fully to OFS.

Requests are made by contacting the ACTR Team, via e-mail, from the user's OFS account. They can be reached at nstc_nrotc_njrotc_ctrs@us.navy.mil.

NVD Accounts are typically granted within two (2) to (3) business days from request, and the subsequent onboarding process takes a little over an hour to complete. There are step-by-step guides that walk users through the process and the ACTR Team also provides guided assistance for those that request assistance.

Once granted an NVD account, the user will receive an welcome e-mail in their Flank Speed account.
