Navy Officer Programs Application Instructions

Officer Training Command (OTC) Newport trains individuals already selected for Navy Officer Programs. It is not involved in the selection process for Officer Candidate School (OCS), Officer Development School (ODS), Direct Commission Officer Indoctrination Course (DCOIC), or other commissioning programs. If you are interested in pursuing a Navy Officer career, follow the instructions below based on your status:
 

For Civilians Interested in Navy Officer Programs:

- Visit your local Navy Recruiting Office using the following link: Find a Navy Recruiting Office.
- Request to speak with an Officer Programs Recruiter. For medical officer programs, specifically ask for a Medical Recruiter.
- A recruiter will be your primary point of contact for information on career options, eligibility requirements, application processes for OCS, ODS, and DCOIC, waivers, and start dates.

 

For Active Duty or Reserve Navy Personnel:
  • Contact your Command Career Counselor and consult your Chain of Command for guidance on applying for an officer commissioning program.

  • Refer to the OPNAVINST 1420.1B manual (linked below) for application processes for enlisted personnel transitioning to officer roles, including:
  • Officer Candidate School (OCS)
  • The Medical Enlisted Commissioning Program (MECP)
  • The Medical Service Corps In-service Procurement Program (MSC IPP)
  • Limited Duty Officer (LDO) and Chief Warrant Officer (CWO) Programs
  • Seaman to Admiral-21 (STA-21) Program

For Commissioned Reservists Applying to DCOIC:

- Contact the Training Officer at your Navy Operational Support Center (NOSC) to schedule training for DCOIC. OTC Newport does not schedule quotas for you.
- Your command’s training officer must reserve your quota using the eNTRS system.
- For further guidance, refer to the Officer Development School (ODS) program page.

Overview of Navy Officer Candidate School (OCS) and Officer Development School (ODS):

- OCS is for civilians with a bachelor’s degree who wish to become officers in the Navy. It includes academic, physical, and leadership training aimed at preparing candidates for their roles as Navy officers.
- ODS is intended for those with professional degrees (e.g., medical, legal, chaplaincy) who have already received commissions. It focuses on providing these professionals with the foundational skills and knowledge necessary for military service.
