The term Seaman to Admiral often brings to mind the legacy of Admiral Mike Boorda, the first Chief of Naval Operations (CNO) to rise from the enlisted ranks. A product of the Navy’s Integration Program in the 1960s, Admiral Boorda exemplified the Navy’s commitment to providing opportunities for exceptional Sailors to excel. Upon becoming CNO, Admiral Boorda reinstated this historic initiative in 1994 as Seaman to Admiral (STA-21), emphasizing his belief that all Sailors, regardless of their starting point, deserve the chance to reach their full potential. Since its revival, STA-21 has undergone enhancements to better serve the Navy and its Sailors, while remaining true to Admiral Boorda’s vision. The program allows enlisted Sailors to earn a commission as Navy officers while retaining their pay, benefits, and privileges. Participants receive a scholarship to attend a leading university, paving the way for a rewarding career in the Navy’s officer ranks.
Physical fitness is a vital component of the STA-21 program. All participants must meet Body Composition Standards in accordance with OPNAVINST 1420.1 (series) and OPNAVINST 6110.1 (series). Maintaining physical readiness is essential to success in the program and your future as a naval officer.
