Make a left at the stop sign.

Continue driving until you reach the obstacle course / parking lot.
Find any available parking.
Walk to Bldg. 631, enter through the doors below the NLEAD sign
Transit up the stairs or elevator to the 3rd Floor to find the quarterdeck
