Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

The Submarine Learning Facility Norfolk (SLFN) trains officers and enlisted personnel to prepare maritime warfighters for combat and peacetime operations.

The campus is located on "C" Avenue inside Gate 5 on Naval Station Norfolk, Virginia. We offer courses in submarine engineering, combat systems, navigation, ship control and tactics.

The SLFN cultivates future warfighter's ability to decisively influence the events in the maritime domain, anytime and anywhere.

Through modernized training, the SLFN provides sound tactical instruction, astute professional knowledge to our fleet operators and to ensure continued maritime and theatre dominance.

SLFN reports to Submarine Learning Center.
