Reporting

Students report to the O'Kane Submarine Training Facility Quarterdeck in Building 544, at Naval Base Point Loma, San Diego, California.

Berthing

Out-of-area students report to the Naval Base, Point Loma, San Diego BOQ office in Slattery Hall (BLDG 601) or BEQ office in Bishop Hall (BLDG 300).

Advance arrangements are advisable to avoid having to use facilities at other San Diego area BOQ/BEQs or off-base facilities. The parent command must coordinate with their local SATO office to obtain berthing reservations or be issued non-availability numbers. Reservations must be confirmed prior to executing TAD orders:

(1) When berthing reservations are confirmed, attach a copy of the confirmation to TAD orders for verification when member checks in.

(2) When unable to obtain confirmed reservations, notify COMSUBPAC/LANT Training Division by message or phone prior to detaching the student from the parent command in order to determine if additional per diem funding is available:

Messing

Messing for enlisted personnel is provided at the Naval Base Point Loma Galley. Members from out-of-area commands not receiving Commuted Rations (COMRATS) and receiving per diem at the messing available rate should complete a DD Form 1351 upon their return to the parent command to receive COMRATS for their period of TAD assignment to O'Kane Submarine Training Facility. Per Diem at the messing available rate covers approximately 50% of actual meal cost if the member chooses to eat at the base galley. Commands should ensure TAD members have sufficient funds to cover the entire period of TAD.
 

Availability of Transportation and Parking

For information and transportation assistance from the San Diego airport to TAD school/quarters contact the following:

a. Personnel from commands not homeported in San Diego contact COMNAVBASE POINT LOMA PORT OPERATIONS COMM/DSN (619) 553-9785.

b. Personnel from commands homeported in San Diego (TAD while command is out of the area) should contact their cognizant ISIC -
COMSUBRON 11 Admin (619) 553-8728

c. Transportation. Commercial transportation is available to transport students to and from the railroad station, bus stations and San Diego International Airport. Transportation is also available from the main gate to the BOQ/BEQ for personnel arriving by cab or without a car.

d. Automobile parking. Limited parking is available in the vicinity of classroom building.
 

Uniforms

Students must comply with Navy uniform standards and grooming regulations in order to be admitted to class. Uniforms for students attending courses will be in the prescribed uniform of the day unless otherwise specified by the instructor. Commander, Naval Base, San Diego prescribes uniforms for the San Diego area. Students shall report in the prescribed uniform of the day. Facilities are not available for changing and/or storing civilian clothing.
