Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Captain Chad Trubilla

Commanding Officer, Surface Combat Systems Training Command San Diego
Capt. Trubilla, a native of Hometown, Pennsylvania, graduated in 2001 from the U.S. Naval Academy with a bachelor's degree in Economics. He graduated from the Naval War College with a master’s in National Security and Strategic Studies.
Commander Jessica L. Morera

Executive Officer, Surface Combat Systems Training Command (SCSTC) San Diego
Cmdr. Jessica Morera is a native of San Diego, California. She graduated from Duke University earning a Bachelor of Science in Environmental Science and Policy. She holds a Master of Arts in Organizational Management from George Washington University and Master of Arts in National Security and Strategic Studies from the U.S. Naval War College. She was commissioned through the Reserve Officer Training Corps.
Command Master Chief Andrew Zalewski

Command Master Chief, Surface Combat Systems Training Command San Diego
Master Chief Petty Officer Andrew Zalewski is a native of Clinton Township, Michigan. He enlisted in the U.S. Navy in January 2000 in the advanced electronics and computer field and arrived at Recruit Training Command in Great Lakes, Illinois. After basic training, he reported to Naval Training Center Great Lakes for Advanced Electronic Technical Core and Fire Controlman “A” Schools. He finished his initial training pipeline as a Close in Weapon System technician and then attended school for the MK 34 Gun Weapon System in 2003. He is a graduate of the Command Master Chief/Chief of the Boat Course Class 205 and Senior Enlisted Academy Class 202.
Mr. Nicholas Roberts

Executive Director, Surface Combat Systems Training Command San Diego
Mr. Nicholas Roberts enlisted in the U.S. Navy as a cryptologic technician in August 1985. He served at four overseas Signals Intelligence sites and aboard three U.S. Navy warships highlighted by providing support in Operations Desert Shield/Storm and Operation Enduring Freedom/Operation Iraqi Freedom. Additionally, Roberts qualified as a Master Training Specialist and is a certified adjunct faculty member with the National Cryptologic School. He completed his 22-year active duty career in 2007 retiring as a chief petty officer. He holds a Bachelor of Science in Information Systems Management, a Master of Science in Interdisciplinary Studies in Management, and Master of Business Administration. Furthermore, he completed two graduate certificates in Leadership & Management and Foundations of Human Resource Management from the University of Maryland.
