The MTS Program is a voluntary program for NETC instructors, designed to develop and qualify those individuals who possess advanced knowledge, skills, and abilities that will enhance the delivery of quality education and training in the Navy. Individuals who are designated as an MTS are expected to take a leadership role and mentor, instruct and evaluate other instructors and develop curricula products. For authorized users with a Common Access Card (CAC), information, such as the MTS instruction and point of contact, may be found on My Navy Portal (MNP) at https://my.navy.mil/ under “Professional Resources,” “General Skills Training,” then “NSSAT Communities of Practice” in the left-hand menu and select "NSSAT Master Training Specialist" or click on the MTS blue button under "GST Public CoPs" on the webpage.

To be eligible, a Sailor has to be assigned to a training command that has an active MTS program. TAD orders to a training command will not meet the criteria.

Anyone with a CAC may access the Commander, Navy Reserve Forces Command (CNRFC) Correspondence Course portal at The Navy Reserve Homeport at https://private.navyreserve.navy.mil/, which provides detailed information and points of contact under the N7 section. You may get retirement points for completing courses on the approved Assistant Secretary of the Navy list hosted at the above link. Every fiscal year, CNRFC routes the recommended courses for review and approval through the Assistant Secretary of the Navy office. The process for both SELRES and IRR are outlined on the portal page. For SELRES it involves a special request chit routed through chain of command with the understanding that the course may or may not result in retirement points. Upon completion, the member routes the certificate to their training department and the NOSC makes the entry into NSIPS. The instructions that address retirement points for on-line training programs are DoDI 1215.21 and DoDI 1215.07. More detail provided on portal.
NOTE: There is no workaround to accessing online training through Navy eLearning without a CaC.

The direct NeL link of https://learning.nel.navy.mil is available 24/7 and will take Sailors directly to the “My Learning” and “Course Catalog” tabs of the NeL learning management system after logging on. Although direct access to NeL is available through the internet, a Common Access Card (CAC) is still required for NeL login.  You may also access NeL through a link on My Navy Portal (MNP) at https://my.navy.mil/ by selecting the"Professional Resources" drop-down menu, then "Navy e-learning Online Courses."

Proof of completion of older courses will have to be obtained from NTMPS/FLTMPS, the authoritative data source. Older course data was archived/retired when the system was migrated to a new learning management system.

The Fleet Training Management and Planning System (FLTMPS) website is https://ntmpsweb.ncdc.navy.mil/ but you might only be able to access your electronic training jacket (EJT). Sailors often study Navy Non-Resident Training Courses (NRTC) and Rate Training Manuals (RTM) to prepare for advancement exams or expand their rating knowledge. NRTC and RTM self-study packages are now on the Navy e-Learning (NeL) and My Navy Portal (MNP) websites. Both are CAC enabled.

Here's where to go:

Navy e-Learning – https://learning.nel.navy.mil

Formal course enrollment is required for assessments. On NeL, select the course catalog tab near the top of the page, and within the Learning Category, select “Navy Rate Training Courses.” NRTC and RTMs are segmented by chapter, and Sailors can choose to either save or launch the chapter. After each chapter is launched and completed, the subsequent assessment is available. All NRTC/RTM individual assessments within each chapter must be accomplished in this manner to record completion.

One of the perks is NeL will grade, offer certificates, and record completions automatically, entering them into a Sailor’s Electronic Training Jacket.

My Navy Portal – https://www.mnp.navy.mil

Sailors should look under “Career and Life Events” and then "Training, Education, Qualifications." Downloadable PDFs provide assessment questions similar to the course completion assessment format in NeL and allow Sailors to accomplish all learning/study offline if necessary; however, credit for NRTC/RTM completion can only be accomplished now within NeL.

The Catalog of Navy Training Courses (CANTRAC) Volume II permits authorized users with a Common Access Card (CAC) the ability to search for formal Navy training course information as well as Navy E-Learning courses at https://app.prod.cetars.training.navy.mil/cantrac/vol2.html. This online system provides most of your answers on what training is available and how to request a quota. The course description section of CANTRAC contains the Course Identification Number (CIN), which is composed of a Functional Commander / Skill Defense Group / Sequence Identifier (FC/SDG/SI); the purpose for and scope of training; prerequisites; skill identifier for which training is applicable; the activity name; Course Data Processing Code (CDP); personnel reporting procedures; quota control along with correlating quotas; and schedules for the course.

If you are an authorized user with a Common Access Card (CAC), additional questions are located in My Navy Portal at https://my.navy.mil/ under “Help and Info” and “Global FAQs.” Just select the appropriate box, such as “Training, Education, Qualifications” to narrow the questions down.

Naval Education and Training Command (NETC) does not confer degrees (if applicable, search online for U.S. Naval Academy, U.S. Naval War College, or Naval Postgraduate School, which all do confer degrees but do not fall under NETC). In job applications, sometimes people write they have a degree or equivalent in a subject.
 
Naval Education and Training Command does not verify training. When organizations, such as employers or educational institutions, need to verify a veteran’s training, several ways to do this through the service member’s self-verification include: 
 
•            The official record of training completed and duty stations assigned is the DD-214 form, which a veteran receives upon their discharge.
 
•            The veteran may also choose to provide the VMET (Verification of Military Experience and Training), DD Form 2586, which helps service members verify previous experience and training to potential employers, negotiate credits at schools and obtain certificates or licenses. It is not an official transcript for purposes of granting college credit, but it can be used to support having met training and/or course requirements to qualify for civilian occupations, certificates, licenses, or programs of study. It is obtained from https://www.dodtap.mil/dodtap/app/home. Clicking “Download your VMET” takes you to milConnect, and once logged in, a service member/veteran can go to Correspondence/Documentation in the menu, and choose DoD Transition Assistance Program for Service Members and Veterans (DoDTAP) to access VMET documents including the DD-2586 and a cover letter explaining the VMET. The military experience and training listed on the VMET is verified as official. The VMET document contains Privacy Act data and cannot be sent to third parties – it must be provided by the individual. •            Another useful document a veteran may provide is the Joint Services Transcript from https://jst.doded.mil/jst/, which is an academically accepted document approved by the American Council on Education (ACE) to validate a service member's military occupational experience and training along with the corresponding ACE college credit recommendations. The individual can request online delivery to post-secondary institutions or complete an "Official JST Consent and Request Form" at https://jst.doded.mil/JST_SPEC.pdf with the employer information and email to jst@doded.mil.
