PANAMA CITY, Florida -- Capt. Dean A. Muriano relieved Capt. Keith B. Dowling as the commanding officer for the Center for Explosive Ordnance Disposal and Diving (CEODD) during a change of command ceremony at Naval Support Activity Panama City Sept. 22.
CEODD, a learning center for Naval Education and Training Command (NETC), oversees the Naval School Explosive Ordnance Disposal, Eglin Air Force Base, Florida; Naval Diving and Salvage Training Center, Panama City, Florida; and CEODD Learning Site Great Lakes, Illinois.
Rear Adm. Pete Garvin, NETC commander, presided over the ceremony, and Rear Adm. Bette Bolivar served as the guest speaker.
Under Dowling’s leadership since June 2020, CEODD trained nearly 5,000 U.S. service members, Department of Defense civilians, and international students from 38 partner nations while continuing operations during the COVID-19 pandemic. CEODD also increased efficiency in the explosive ordinance disposal (EOD) training pipeline, instituted changes to better prepare candidates to succeed both mentally and physically, added five new courses, and developed a holistic assessment of future naval special operations forces while focusing on Warrior Toughness.
The event also included a retirement ceremony for Dowling, who is concluding nearly 38 years of service in the U.S. Navy. After enlisting in 1983 and becoming a chief hospital corpsman in 1993, he earned his commission as a naval officer through the Navy’s Enlisted Commissioning Program and graduated from the University of North Florida in 1995. After completing EOD training in 2000, he served in a wide range of operational EOD tours, including as commanding officer, EOD Mobile Unit (EODMU) 11, where he led an EODMU headquarters, 10 EOD platoons, and a diving and salvage company conducting operations in the U.S. 3rd, 5th, and 7th Fleets. Dowling holds a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College.
A native of Boonton, New Jersey, Muriano was commissioned in 1992 after graduating from the U.S. Naval Academy with a bachelor’s degree in economics. After serving three tours in surface warfare, Muriano laterally transferred and qualified as an EOD officer. He also has served in a variety of operational EOD tours, including as commodore of EOD Group 1. Muriano’s last assignment was as the commanding officer of Naval School Explosive Ordnance Disposal. He earned a Master of Business Administration from the University of Rhode Island and a Master of Arts in National Security and Strategic Studies with an additional qualification designation in counter-insurgency/terrorism from the U.S. Naval War College.
CEODD, located at Naval Support Activity Panama City, Florida, provides oversight and control of the career progression of Navy EOD technicians and divers. Its primary function is to support innovative human performance solutions that meet the needs of the fleet, by identifying and implementing the most efficient methods of training and delivery for Sailors in the domain, while ensuring advancement opportunities and requisite competence levels for all personnel are maintained.
