The direct NeL link of https://learning.nel.navy.mil is available 24/7 and will take Sailors directly to the “My Learning” and “Course Catalog” tabs of the NeL learning management system after logging on. Although direct access to NeL is available through the internet, a Common Access Card (CAC) is still required for NeL login.  You may also access NeL through a link on My Navy Portal (MNP) at https://my.navy.mil/ by selecting the"Professional Resources" drop-down menu, then "Navy e-learning Online Courses."

Under the “My Learning” tab, look for it in the “My Training” section by clicking on the “Open My Training History” link.

Anyone with a CAC may access the Commander, Navy Reserve Forces Command (CNRFC) Correspondence Course portal at The Navy Reserve Homeport at https://private.navyreserve.navy.mil/, which provides detailed information and points of contact under the N7 section. You may get retirement points for completing courses on the approved Assistant Secretary of the Navy list hosted at the above link. Every fiscal year, CNRFC routes the recommended courses for review and approval through the Assistant Secretary of the Navy office. The process for both SELRES and IRR are outlined on the portal page. For SELRES it involves a special request chit routed through chain of command with the understanding that the course may or may not result in retirement points. Upon completion, the member routes the certificate to their training department and the NOSC makes the entry into NSIPS. The instructions that address retirement points for on-line training programs are DoDI 1215.21 and DoDI 1215.07. More detail provided on portal.
NOTE: There is no workaround to accessing online training through Navy eLearning without a CaC.

The MTS Program is a program for certified Navy Instructors (805A), designed to develop and qualify individuals who possess advanced knowledge, skills, and abilities that will enhance the delivery of quality education and training in the Navy. Individuals who are designated as an MTS are expected to take a leadership role and mentor, instruct and evaluate other instructors and develop curricula products. To be eligible, instructors must be assigned to a training command that has an active MTS program. TAD orders to a training command will not meet the criteria.

The MTS test is delivered through NETC’s Learning Assessment System (LAS). To request a LAS account, complete the following steps:
1. Go to https://las.netc.ncdc.navy.mil/ and click Request Additional Accesses.
 
2. If you are a course supervisor or instructor, click LAS Administrative Account Request. If you are a student, click LAS Participant Account Request.
 
3. Fill out the form.
 
4. Wait for an email containing further instructions.

You can also download your VMET (Verification of Military Experience and Training), DD-2586 document, which is an overview of a service member's military experience and training, at https://www.dodtap.mil/dodtap/app/home, and request your Joint Services Transcript at https://jst.doded.mil/.
