Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Naval Civil Engineer Corps Officers School (CECOS), located at Naval Base Ventura County, Port Hueneme, California, provides Seabees, Civil Engineer Corps (CEC) officers, facility engineers and environmental professionals with the necessary skills, knowledge and education to enhance lifelong learning and to provide quality support to the fleet.

CECOS was formed during World War II, at the first Seabee Training Center, near Williamsburg, Virginia and later moved to Davisville, Rhode Island. During World War II the original school trained over 10,000 civil engineer officers. Most of these officers were experienced engineers from the construction industry. In 1947 the school moved to the Naval Construction Battalion Center in Port Hueneme, California, and operated out of a World War II barracks for 44 years. In 1991 CECOS moved into its current 68,000 square foot state-of-the-art training facility.

CECOS represents the pinnacle of professional military education for CEC officers, starting with the foundational training program designed to prepare newly commissioned CEC officers for their initial assignments. Upon graduation each student is ready to assume the challenging duties of a naval officer and engineer in support of the Navy's military construction force and shore installations.

We take pride in offering focused, relevant training to both military and civilian students. Our mission is to provide quality instruction in all facets of facilities planning, acquisition, public works, Seabee readiness and environmental management.
