Air Quality Management
Course Description:
The Air Quality Management course is an Air Force Institute of Technology (AFIT)ISEERB course for Navy and DoD students. The air course prepares activity/installation Air Quality Managers for managing an activity/installation air quality management program.
Topics include: Compliance, emission inventories and processes, sampling, permitting, pollution prevention and reduction strategy, control technology, indoor air quality, resource management, EPA perspective, conformity, sampling and analysis modeling, emission control technology and emission credits.
There is also an Advanced Air Quality Management course (WENV 532). The objective of this course is for each student to comprehend advanced technical and regulatory requirements of air quality. The course will enable students to build on basic knowledge to effectively manage a complex and dynamic air quality program.
Environmental Protection (including FGS for Overseas Offerings)
Course Description:
This basic course is designed to provide civilian and military personnel with the fundamentals of the Navy's programs for environmental protection at Navy and Marine Corps Shore Activities.
The four-day course is particularly geared toward the novice, but also provides an excellent overview of the Navy's integrated environmental programs.
Course topics include Environmental Law & Legislation, Clean Water Program, Clean Air Program, Hazardous Materials Management, Hazardous and Solid Waste Management, Pollution Prevention, Natural and Cultural Resources, NEPA, Installation Restoration Program, Funding, and Environmental Management Systems.
Attendance will be useful not only to personnel working in environmental protection, compliance, and natural resources programs, but to those who interface with environmental staff such as Public Affairs, Safety, Facility Planning, Public Works, Acquisition, Budget, ROICC, and Management staff.
Environmental Quality Sampling
Course Description:
This ISEERB approved course is designed to satisfy the training requirements for Navy environmental samplers specified in Chapter 29 (paragraph 5.6) of OPNAVINST 5090.1C (series) by providing training in: basic sampling techniques (grab/composite/multi-increment sampling, avoidance of cross contamination, use of preservatives, etc.) specific sampling techniques for the following media:soil, potable water, waste water (including storm water), groundwater and hazardous wastecompletion of environmental sampling paperwork (e.g. sample container labeling, field log books, chain of custody documentation)health and safety considerationsfield testing techniques (i.e. use of pH meter, conductivity / total dissolved solids meter, temperature indicator and dissolved oxygen meter)Use of a flow-through cell for micro purging of monitoring wells. Much of the course time is devoted to hands-on laboratory and field exercises. The proper use of various types of sampling equipment is demonstrated in the classroom. Students are given the opportunity to practice using equipment in the laboratory and simulate on-the-job conditions. The course provides an overview of:the Sampling and Analysis Plan (including the Quality Assurance Plan, the Field Sampling Plan, and the Health and Safety Plan)Sampling Strategies (including statistical and nonstatistical)
Groundwater hydrologyEnvironmental laws and regulations.
Hazardous Waste Facility Operators
Course Description:
The Hazardous Waste Facility Operators is a 40-hour course that provides information needed by personnel who work at, manage, or supervise activity hazardous waste (HW) Treatment, Storage, Disposal (TSD) facilities or less than 90-day accumulation facilities. Course trains personnel to perform their duties safely and in compliance with legal and Navy policy requirements. RCRA regulations 40 CFR 264.16(a)(1), 265.16(a)(1), and HAZWOPER 29 CFR 1910.120 (p) require training for TSD facility personnel. HMTA, 49 CFR 172.704(a)(1) and 172.704(a)(3) require training in hazardous material recognition and identification; and safety for each HAZMAT employee. HAZWOPER regulation 29 CFR 1910.120(q)(6)(i) requires personnel who are likely to witness a release of hazardous substances to be trained to an awareness level.
Topics covered include: Hazardous Materials/Hazardous Waste (HM/MW) laws and regulations; HW liability; Navy HM and HW waste management policies; Federal Facility compliance; HM identification and classification; HW labeling, packaging, handling, and transportation requirements; land ban; Hazardous Waste Manifesting; Hazardous Waste Minimization/Pollution Prevention; hazardous properties; compatibility; health/environmental effects and personal safety; contingency planning; emergency response procedures; emergency equipment and systems; decontamination, and training techniques. The OCONUS version of this course has been discontinued.

Introduction to Hazardous Waste Generation and Handling
Course Description:
This 24 hour course provides information needed by personnel who generate hazardous waste to perform their duties safely and in compliance with legal and Navy policy standards. The RCRA regulation 40 CFR 262 establishes standards for HW generators.
Generators who accumulate waste for less than 90 days must prepare and implement a training program which complies with the standards in 40 CFR 265.16 which mandates that personnel must be trained to perform their duties in a way that ensures compliance. HMTA 49 CFR 172.704(a)(1) and 172.704(a)(3) require training in hazardous material recognition and identification; and safety for each HAZMAT employee. HAZWOPER regulations, 29 CFR 1910.120(q)(6)(i) requires personnel who are likely to witness a release of hazardous substances to be trained to an awareness level. In California, this course covers - Title 22. For other states, upon request, this course can be modified to include local state laws and requirements.

Overseas Hazardous Waste Facility Operations
Course Description:
This 32-hour course provides ashore Navy military and civilian personnel who generate, handle, or manage hazardous waste with the knowledge and skills to conduct their duties safely and in accordance with: Overseas Environmental Baseline Guidance Document (OEBGD), Final Governing Standards, Status of Forces Agreements, Treaties, Applicable Host Nation hazardous waste laws and regulations, Relevant Navy policies.
Overseas Hazardous Waste Generator
Course Description:
This course provides information for, Overseas Ashore Navy military and civilian, personnel who generate hazardous waste with sufficient knowledge to conduct their duties safely and in accordance with the following: Overseas Environmental Baseline Guidance Document (OEBGD), Final Governing Standards, Status of Forces Agreements, Treaties (between the United States and Host Nation), Applicable Host Nation hazardous waste laws and regulations, Relevant Navy policies.
RCRA Hazardous Waste Review
Course Description:
Hazardous Waste Annual Refresher is an 8-hour course that provides hazardous waste workers with updated regulatory and technical information needed to perform their duties safely and in compliance with legal and Navy policy requirements. RCRA regulation 40 CFR 264.16(c) and 265.16(c) requires annual review of initial hazardous waste training. Per 40 CFR 262.34(a)(4), generators of HW who accumulate waste for less than 90 days must prepare and implement a training program which complies with the standards in 40 CFR 265.16 which mandates personnel training. Transportation of Hazardous Material/Hazardous Waste for DOD
Course Description:
Transportation of Hazardous Material/Hazardous Waste (HM/HW) for DoD is a 5 day introductory course that provides a comprehensive understanding of the Department of Transportation's(DOT) HM regulations. The course provides information on the shipper's responsibility for surface transportation of HM/HW with emphasis on hazardous waste. The course is designed to meet the DOT mandatory training requirement (49 CFR 172, Subpart H). This course is DoD/Interservice Environmental Education Review Board (ISEERB) approved. Course highlights include: HM/HW identification and classification, Shipping papers (HW manifest),Packaging, Marking, Labeling, Placarding, Emergency response information.
You will learn to:
Correctly classify and identify HM, hazardous substances (HS), HW, and marine pollutants (MP). Verify that manifests/shipping papers are correctly and completely prepared. Ensure that hazardous property is properly packaged, marked, and labeled. Determine what placards are required for hazardous property shipments. Ensure that DOT emergency response information and training requirements are satisfied.
Who should attend:
This course is designed for personnel who prepare/offer HM/HW for highway shipment and/or sign Environmental Protection Agency (EPA) HW manifests. Those employed by the US Navy or contractors handling HW with a valid US Navy contract and that have a Base Access Card are eligible to attend.

Course Description:
Transportation of Hazardous Material/Hazardous Waste (HM/HW) for DoD is a 3 day Recurrent/Refresher course that provides a comprehensive review of the DLA Training course Transportation of Hazardous Material/Hazardous Waste (HM/HW) for DOD (DCPSO00R510) and review of the Department of Transportation's(DOT) HM regulations. The course provides information on the shipper's responsibility for surface transportation of HM/HW with emphasis on hazardous waste. The course is designed to meet the DOT mandatory recurring training requirement (49 CFR 172, Subpart H). This course is DoD/Interservice Environmental Education Review Board (ISEERB) approved. Course highlights include: HM/HW identification and classification, Shipping papers (HW manifest), Packaging, Marking, Labeling, Placarding, Emergency response information.
Requirement:
This course meets the DOT recurrent training requirement of DOT 49 CFR 172.704, and Defense Transportation Regulation (DTR) Part II Chapter 204 Section D.2. For DOD, recurrent training is required every 2 years under the DTR.
You will learn to:
Correctly classify and identify HM, hazardous substances (HS), HW, and marine pollutants (MP). Verify that manifests/shipping papers are correctly and completely prepared. Ensure that hazardous property is properly packaged, marked, and labeled. Determine what placards are required for hazardous property shipments. Ensure that DOT emergency response information and training requirements are satisfied.

Water Quality Management
Course Description:
The Water Quality Management course is an Air Force Institute of Technology (AFIT) ISEERB course for Navy and DoD students.
This course provides discussions of technical and regulatory issues about water quality compliance and is appropriate for installation level environmental personnel. Major subject areas are wastewater, storm water, and drinking water. Specific topics include permitting requirements; wastewater treatment systems; discharge sampling, analysis, and reporting; sewer system evaluation; and storm water collection systems.
Drinking water topics include source water assessment, consumer confidence reporting, water vulnerability assessments, wellhead protection, and backflow prevention.
