Advanced Environmental Law
Course Description:
Advanced Environmental Law is a 4-day course that explores law, policy, and management of environmental projections. Each year, various topics of timely interest are explored in depth. This year two versions are offered: Strategic Environmental Planning (an advanced NEPA course) and Coastal & Ocean Resources Law.
Strategic Environmental Planning could be described as a NEPA implementation and environmental impact analysis seminar. This 4-day course is broken into a 2-day seminar that features law and policy plus a 2-day advanced environmental impact analysis workshop. NEPA topics explored include planning for the proposed action, selecting alternatives, cumulative impacts analysis and accepted methodologies, programmatic studies, greenhouse gas and climate change analysis, planning for operational training areas, addressing scientific uncertainty, public participation, and other emergent planning topics such as adaptive management.
The Compliance version will include Environmental Legal Compliance Updates and Emerging Topics for 2013 and Beyond. This course includes advanced environmental law and policy presentations that provide DoD environmental professionals with important new information or in depth information in their area of expertise. The course is planned for four days in length. This course will expand upon the Basic Environmental Law material and provide updates and in depth sessions on selected special topics of timely interest in the areas of environmental compliance, conservation, planning, sustainability, encroachment, energy and restoration.
The Coastal and Ocean Resources Law version reviews the requirements of the National Environmental Policy Act and Executive Order 12114; consultation and permitting under the Endangered Species Act and Marine Mammal Protection Act; managing actions in the Coastal Zone under the Coastal Zone Management Act; and joint use issues under the National Marine Sanctuary Act, Sikes Act, Magnuson-Stevens Act, and Migratory Bird Treaty Act. It is an interactive class. In addition to presentations with opportunity for questions, answers, and comments, there will be a mock coastal zone consistency determination hearing and an opportunity for each student to present a 5-10 minute presentation on projects they are working on relating to the class subjects.
Advanced Environmental Management
Course Description:
This course prepares civilian and military environmental professionals to effectively manage environmental programs in support of Navy/Marine Corps activities/installations by providing specific information on legal, technical, managerial, and policy aspects of environmental management.
This course covers all management aspects of EPA requirements as apply to Navy/Marine Corps including the following:NEPAClean Air ActRCRA(Resource Conservation & Recovery Act)Clean Water Act/Safe Drinking Water ActInstallation RestorationEmerging IssuesCNO PerspectivesEnvironmental Management SystemsEPCRA (Emergency Planning & Community Right to Know Act)Environmental ContractsSPCC/SPC PlansOil and Hazardous Substance Spills.
Advancing an Effective EMS
Course Description:
How do you take your Environmental Management System to the next level? Advancing an Effective EMS will assist you in the next steps of continual improvement ensuring you incorporate and further all aspects of ISO 14001. The class will be offered as a Web Conference and, in addition to instruction, will allow for open forum discussion for members from EMS appropriate facilities to share ideas and many Best-In-Class examples, many of which can be immediately implemented.
Topics include:
Environmental Policy - Enviromental Aspects - Objectives &Targets – Sustainability - Operational Controls - Emergency Preparedness and Response – Documentation – Competence, Training & Awareness – Regulatory and Other Requirements – Audit Results and Non Conformities – Monitoring and Measurement Requirements – Management Review
Please note that this is not a beginner course on how to implement EMS, rather it will focus on enhancing your existing efforts in alignment with OPNAV 5090.1 (Series), ISO 14001, and NAVFAC guidance/protocols.
Basic Environmental Law
Course Description:
Basic Environmental Law is an ISEERB-approved course that provides DoD personnel with a general survey of Federal environmental statutes and their implementing regulations. Environmental compliance theory and policy are also covered.
The course mission is to support compliance with all the applicable laws, promote stewardship for our natural resources, and instill an environmental ethic within the DoD workforce. As applicable, environmental responsibilities unique to ISEERB components are also covered. Senior DoD environmental attorneys teach this course.

Bird/Animal Aircraft Strike Hazard (BASH) Awareness (On-Line or DVD)

Emergency Planning and Community Right-To-Know (EPCRA) and Toxic Release Inventory (TRI) Reporting is a four-day webinar course (approximately 5 hours per day) emphasizing emergency planning, emergency release notification, MSDS reporting requirements, Tier I/Tier II reporting requirements, toxic chemical release reporting and information required for EPCRA compliance.

Supplemental refresher workshop webinars will also be offered. The Section 311/312 Refresher and the Section 313 Refresher are single days (approximately 5 hours per day, 7:30 AM - 12:30 PM Pacific). Environmental Negotiation Workshop
Course Description:
This three-day ISEERB approved course provides instruction on the negotiation and communication skills necessary to achieve productive agreements with regulatory and public stakeholders. The class aims to make attendees more knowledgeable and comfortable in the negotiation process in order to have confidence in a negotiation. It stresses the human, organizational and public aspects of building constructive relationships with stakeholders and installation management. Case studies and role playing provide an opportunity for every student to apply the information presented in class.

Integrated EMS and Compliance Auditing
Course Description:
This course focuses on the Internal Audit process and trains Navy civilian and military personnel representing shore installations and regional commands to effectively prepare for and conduct Internal Integrated Environmental Management Systems (EMS) / Compliance audits at Navy shore installations as required by OPNAVINST 5090.1 (series) and in accordance with NAVFAC & CNIC policies and procedures.
The course is designed to guide students, individually and as a part of team, through the process of developing, implementing and executing an Internal Assessment Plan (IAP) at their installations. Emphasis will be placed on utilizing a systematic approach in managing and executing their internal EMS audits. Students will also learn to identify strengths, weaknesses and interactions of environmental management systems and associated media programs; identify underlying causal factors that may contribute to the occurrence of observed compliance deficiencies; evaluate each of the individual components of an EMS; provide feedback on the effectiveness of the overall system and identify opportunities for improvement.
NOTE: THIS COURSE DOES NOT TEACH EMS IMPLEMENTATION STRATEGY. IT IS STRICTLY DESIGNED TO TEACH THE INTERNAL INSTALLATION AUDITING PROCESS AND DOES REQUIRE A FUNCTIONAL EMS UNDERSTANDING. THIS COURSE IS NOT FOR INDIVIDUALS WITHOUT ANY EMS BACKGROUND.
Pre-Requisite: It is highly recommended that in order to ensure a solid understanding of the Navy's most current EMS posture, individuals have completed the CECOS "Advancing an Effective EMS" virtual class within the past 24 months. Exceptions can be made on a case by case basis depending on the individual's level of experience.
Personnel Eligible
This course is designed for individuals at the installation or regional level that will be actively or semi-actively engaged on an internal assessment team's execution of the IAP. As prescribed by Navy policy, lead auditors and team members performing internal and external EMS audits, EMS management representatives, and environmental staff responsible for implementation and maintenance of the EMS shall complete the CECOS Integrated EMS and Compliance Auditing training course. This group can consist of, but is not limited to: Installation Environmental Program Directors (IEPDs), Media Managers, major process owners (including energy managers), members of installation Cross Functional Teams (CFT), and installation EMS Managers.
National Environmental Policy Act (NEPA) Application
Course Description:
The purpose of this undertaking is to establish a training program in Facilities Management for Marine Corps, Navy, and civilian personnel tasked with providing facilities management and consulting services to Marine Corps field activities. The manager will learn how to accomplish effectively and efficiently the entire spectrum of facilities management through current Marine Corps and Navy infrastructure management techniques and requirements in support of the Navy/Marine Corps mission.
National Environmental Policy Act (NEPA) Navy Executive Overview
Course Description:
The NEPA Executive Overview is a half-day concise presentation on environmental planning responsibilities within DoN. The course focuses on NEPA and its legal and Navy policy requirements, understanding the different levels of analysis and the balance that senior management faces meeting Navy mission requirements while ensuring quality of the NEPA process. Senior military and civilians will learn how to correctly and effectively use staff, interdisciplinary teams, and financial resources to streamline their responsibilities and duties under this primary Federal environmental law.
