Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Captain Bradley D. Converse

Captain Converse, a native of Shepherd, Michigan, graduated from the University of Michigan in 2000 with a Bachelor’s Degree in Psychology and Sociology. After flight school, he was designated a Naval Aviator in January 2002. In 2013, he graduated from the U.S. Naval War College with a Master of Arts degree (with distinction) in National Security and Strategic Studies.
Commander Earl A. Crawford

Cmdr. Earl A. Crawford, a native of Panama City, Florida, graduated in 2003 from the U.S. Naval Academy with a Bachelor of Science in Ocean Engineering. He also earned a Master of Science in Manpower Systems Analysis from the Naval Postgraduate School.

Command Master Chief Katie Coleman, a native of Marysville, California, enlisted in the U.S. Navy in 1997, and after attending boot camp at Recruit Training Command, Great Lakes, Illinois, she attended Hospital Corpsman “A” School, Great Lakes, Illinois.
