Instructor Hiring Guidelines for NJROTC Units

The following procedures outline the steps to take when a vacancy arises at your NJROTC unit:

1. Notify the Area Manager of the Vacancy

Immediately inform your Area Manager when a vacancy occurs. The Area Manager will contact NSTC NJROTC Instructor Administration to request the posting of your vacancy on the official list at NSTC Vacancy List.

2. Request a Certified Applicant List

After each Instructor Certification Board, NSTC generates a Certified Applicant List, which is made available to schools with vacancies. Request this list from your Area Manager to identify qualified candidates.

3. Verify Certification of Applicants

All instructor applicants must be certified by the Navy. Certification boards occur twice annually, in Spring and Fall. To confirm an applicant's certification status, contact NSTC (Instructor Administration) at (847) 688-4862 or (847) 688-5454, extensions 107 or 272.

4. Hiring Restrictions for Non-Navy Instructors

A school may hire one non-Navy instructor, specifically a retired member of the Marine Corps or Coast Guard, instead of hiring only retired Navy instructors. For units authorized to employ four or more instructors, requests to hire additional Marine Corps or Coast Guard instructors will be evaluated on a case-by-case basis by NSTC.

5. Navy Certification Requirement

Instructors at NJROTC units must be certified as either a Senior Naval Science Instructor (SNSI) or a Naval Science Instructor (NSI). Applicants certified as SNSIs will fill the SNSI position, while NSIs will occupy NSI positions. At NNDCC units, instructors are classified as NNDCC Instructors (NNDCCI) and must be currently certified as either SNSI or NSI. If hiring multiple instructors at an NNDCC unit, one must be designated as the Lead NNDCCI, with preference given to those with prior military service or higher rank. To confirm an applicant's certification, request a copy of their Navy certification letter. For verification of ongoing certification validity, reach out to your Area Manager or NJROTC Instructor Administration.

Exception

If a vacancy has been advertised without receiving any applications, the school may request a waiver through the Area Manager to hire an SNSI for an NSI position or vice versa, provided the NSI has a baccalaureate degree. Sufficient justification for the request is required. Until the waiver is granted, do not conduct interviews or extend offers for SNSI or NSI positions interchangeably.

6. Notify the Area Manager of Your Hiring Decision

After selecting a candidate, inform your Area Manager, who will relay the information to NSTC. This initiates necessary processes for Instructor Administration, Instructor Pay, and New Instructor Orientation Training.
