Required Administrative Items

To streamline your in-processing and ensure a smooth transition at Officer Training Command Newport (OTCN), please review and prepare the following administrative items before your arrival. The following information aligns with the Navy's commitment to operational readiness and professionalism as outlined in the CNO's Navigation Plan.

General Information

  • All documents must be original or court-certified copies. Photocopies, NRD copies, and notarized copies will NOT be accepted. Any paperwork turned in for in-processing will be returned upon completion.
  • Foreign documents must be translated into English by an official translator or translation service if not already in English.
  • If you are married or have financial obligations, it is recommended that you provide your spouse or a trusted agent with a Limited Power of Attorney prior to reporting. You will have the opportunity to generate a Military Power of Attorney free of charge upon arrival.
  • Students will have limited access to cellphones during training. Ensure that all necessary contact information is available in hard copy format.

Prior to Arrival

Required for All Students

  • Two forms of identification: Acceptable documents include original social security card, birth certificate, driver’s license, or U.S. passport.
  • One primary and one secondary form of ID for obtaining a Military ID. Click here for acceptable documents.
  • Recruiter contact information (Name, Phone, Fax, and NRD Address).
  • Driver’s License, Auto Insurance Policy, license plate number, and vehicle make/model if you are driving your vehicle to OTCN.

Active Duty Enlisted with No Break in Service

  • Detach Stamped Orders
  • NAVCRUIT 1131 Service Agreement with assigned Paygrade
  • DD4/Enlistment Documents (Include Extension/Reenlistment documents if unapproved)
  • DD214 (if applicable)
  • VMET or Joint Service Transcripts (JST)
  • Signed RED/DA from previous command
  • Signed Evaluation from previous command

Students from Home of Record or Reservists Reporting on Active Duty

  • Orders
  • Social Security Card
  • Birth Certificate
  • Naturalization Certificate/Passport (for Non-US Citizens)
  • Transcripts (provide copy)
  • NAVCRUIT 1131 Service Agreement with assigned Paygrade
  • DD4 Enlistment/Reenlistment Documents
  • DD214 (if applicable)
  • DD368 Conditional Form of Release (if applicable for prior service other than Navy)
  • NAVPERS 1070/885 Points Capture/ASOSH (Reserves Only)
  • Current Lease Agreement/Mortgage (Selected Reserves Only)
  • Signed Evaluation from previous command (Selected Reserves Only)
  • Marriage Certificate
  • Birth Certificates for Dependents
  • Custody/Divorce court orders

Students Reporting from the Collegiate Program

  • Detached Stamped Orders by NTAG
  • Naturalization Certificate/Passport (for Non-US Citizens)
  • Transcripts with Confer/Graduation Date (provide copy)
  • NAVCRUIT 1131 Service Agreement with assigned Paygrade
  • DD4 Enlistment/Reenlistment Documents
  • DD214 (if applicable)
  • Marriage Certificate
  • Birth Certificates for Dependents
  • Custody/Divorce court orders

Travel

  • For processing your travel claim, provide printed receipts for lodging, taxis, tolls, military orders, flight itinerary, and Certificate of Non-Availability (CNA) if staying off base.
  • A CNA from NGIS or Navy Lodge is required for compensation when using off-base lodging due to unavailability of on-base options.
  • Ensure you obtain the CNA before committing to off-base lodging to maximize your compensation for lodging expenses.

***Note: If you stay off base without a CNA, you will not be reimbursed beyond the government per diem rate, potentially costing $150+ per night in the Newport area due to local lodging rates.

DEERS and ID Card Requirements

  • Provide original documentation for yourself and dependents for Defense Enrollment Eligibility Reporting System (DEERS) entry and military ID issuance. Copies are not permitted for DEERS and ID lab entry.
  • Ensure original documents are retained in your possession; do not allow staff to keep them.
  • Bring at least two forms of identification, one being photo identification, such as:
    • Marriage Certificate
    • Birth Certificates (self and dependents)
    • Social Security Cards
    • Non-expired Passport
    • Non-expired Driver’s License
  • Check required documents for Common Access Card (CAC) issuance.

Helpful Notes

  • Active duty sailors may lose NSIPS access while at OTCN. Ensure your account is active before reporting.
  • Verify your service record reflects all awards prior to arrival; OTCN cannot update awards for students.
  • Active Duty Sailors: Ensure travel and household goods arrangements are finalized prior to reporting, as you will not receive orders to return to your previous duty station upon graduation.
