Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Overview

Navy Officer Development School (ODS), located at Naval Station Newport in Rhode Island, is one of five officer training programs designed to prepare individuals for the responsibilities of a commissioned officer in the world’s most powerful navy. This intensive five-week course provides a comprehensive foundation in naval operations, leadership, and professional duties essential for a successful Navy career.
 
ODS challenges candidates morally, mentally, and physically, ensuring they are prepared to lead sailors and fulfill their responsibilities worldwide. The curriculum includes key areas such as Naval Leadership, Administration, Organization, Sea Power, Military Law, Indoctrination, Warfare, and Damage Control. Leadership training is further reinforced through case studies and instructor-led scenarios, fostering the critical decision-making skills necessary for success in the fleet.
 
Throughout the course, candidates will be tested on their adherence to the Navy's core values of Honor, Courage, and Commitment, and are expected to uphold the highest standards of integrity and professionalism.
 
A successful Naval Officer is not only one who embraces the Navy’s mission but also demonstrates the ability to execute the essential functions required of a commissioned officer in the United States Navy.
