Eligibility Requirements

To apply for the Seaman to Admiral (STA-21) Commissioning Program, Sailors must meet the following eligibility requirements:

  • U.S. Citizenship: Applicants must be citizens of the United States. No waivers.
  • Commanding Officer Recommendation: Must be of good moral character, display officer potential, and exhibit unquestionable loyalty to the U.S.
  • Active Duty Status: Must be serving on active duty with an Active Duty Service Date (ADSD) in the U.S. Navy or Full-Time Support (FTS). Selected Reservists (SELRES) must be on ADSW orders. SELRES on ACDUTRA, AT, or I-ACDUTRA orders are ineligible.
  • Education: Must have a high school diploma or an equivalent issued by a U.S. state, commonwealth, or territory.
  • Degree Completion: Must be able to complete a baccalaureate degree within 36 months.
  • Age Requirement: Must be able to complete degree requirements and commission before the specified birthday in the Program Options section. Waivers may be considered.
  • Academic Performance: Must maintain a cumulative GPA of 2.5 or higher on a 4.0 scale while in the STA-21 program.
  • Standardized Test Scores: A minimum SAT score of 1000 (500 Math / 500 EBRW) or an ACT composite score of 41 (21 Math / 20 English). Nuclear Option applicants require a minimum SAT of 1140 (500 Math / 500 EBRW) or ACT of 50 (21 Math / 20 English).

DANTES no longer provides or funds SAT/ACT exams. Applicants must pay for their tests and submit scores through the appropriate testing agency:

Additional Requirements

  • Physical Standards: Must meet commissioning standards for Unrestricted Line (URL) or Restricted Line (RL) based on fiscal year target options.
  • Disciplinary Record: No record of courts-martial, civilian felony convictions, or disciplinary action under Article 15 (UCMJ) within the past three years.
  • Substance Use: No record of DUI/DWI within the past three years. Alcohol or drug-related incidents will be considered when evaluating leadership potential.
  • Physical Fitness: Must submit scores for the past three PFA cycles, with the most recent passing at "Good/Low" or better. A failed or "Satisfactory" score makes an applicant ineligible.
  • Application Documentation: Must submit all required documents as outlined in OPNAVINST 1420.1B (Chapter 8).
  • Continued Eligibility: Must maintain eligibility throughout the application period and during participation in the program.

Notes

  • Individuals currently enrolled in another officer accession program are ineligible for STA-21.
  • Applicants with a completed baccalaureate degree should apply for Officer Candidate School (OCS) instead.
