UNIFORMS Luggage occasionally gets lost during air travel; we STRONGLY recommend that you hand-carry your orders and one set of uniforms. ALL newly reporting students are required to report in the seasonally appropriate uniform below or check CANTRAC for requirements: Summer - Navy Working Uniform (NWU) or 2-Piece Organizational Clothing Uniform (2POC) Winter - Navy Working Uniform (NWU) or 2-Piece Organizational Clothing Uniform (2POC) Students attending courses on Permanent Change of Station orders should bring the seasonal dress uniform and Service Khaki or Navy Service Uniform as applicable. All students are required to bring the prescribed Navy Physical Training Uniform (PTU). The authorized uniform will be worn by all student personnel in MSTCLANT buildings during normal operating hours (6:00 a.m. - 6:00 p.m.). INFORMATION ASSURANCE REQUIREMENTS Information Assurance (IA) training is mandated for all users of Department of Defense (DoD) information systems. This requirement applies to Department of Navy (DoN) personnel who have or will require access to DoD or DoN computers. IA training must be taken annually, no later than Sept. 1 each year, as a condition of being granted and retaining access to DOD and DON computer systems. All newly arriving or transferring military and civilian personnel are required to submit OPNAV 5239-14, System Authorization Access Request-Navy (SAAR-N), to obtain DoN email accounts. SECURITY CLEARANCE Personnel transferring from another command should also speak to their security manager to ensure that their clearance information is up-to-date in the Joint Personnel Adjudication System (JPAS). LODGING For students reporting to MSTCLANT outside of their ultimate duty station area, you will be authorized per diem for lodging. As stated in your orders, Navy Gateway Inn and Suites (NGIS) is the primary choice for lodging. 1. Contact NGIS at 1-877-NAVY-BED. If they do not have availability, request they provide you with a Certificate of Non-Availability (CNA). 2. Contact the Navy Lodge at 1-800-628-9466. If they do not have availability, request they provide you with a CNA. 3. If you have obtained a CNA, you may seek lodging in town at the government rate. Ensure you request the government rate when booking commercial lodging with the CNA. You will be held accountable for any amount over the government rate charged by the hotel (excluding taxes), without reimbursement. Students reporting to MSTCLANT while PCSing to a command in the vicinity of Norfolk, VA, will be entitled to Basic Allowance for Housing (BAH) and should acquire housing as soon as possible. Students executing PCS orders to the Hampton Roads area will be entitled to a Temporary Lodging Expenditure for a maximum of 14 days (for moves within the United States, if moving from outside of the United States the maximum is 7 days). This allowance is intended to partially reimburse the cost of lodging/meal expenses incurred by a servicemember (and dependents) while looking for permanent residence. Additional information can be found in Chapter 5 of the Joint Travel Regulations Manual.
