Commander Downing is a native of Pensacola, Florida. He is a 2005 and 2012 graduate of Norwich University where he received a Bachelor of Arts in History and a Master’s of Science in Organizational Leadership.

Lieutenant Commander Kelli A.W. Lewis

Executive Officer, Mariner Skills Training Center Pacific

Lt. Cdr. Lewis grew up in Katy, Texas, and attended Cypress Springs High School. From there, she attended the University of Oklahoma where she received a Bachelor of Arts in International Security Studies and commissioned through the Naval Reserve Officer Training Corps (NROTC) program in May 2011. 

Eric Stailey

Executive Director, Mariner Skills Training Center, Pacific

Mr. Eric Stailey is the executive director for Mariner Skills Training Center, Pacific, where he is responsible for various training divisions, encompassed by providing continuous high-level, trusted advice and technical assistance regarding oversight to all command personnel in all aspects of curriculum development, maintenance, administrative and analysis. He supports training development programs that affect all surface fleet in navigation, seamanship, and shiphandling training and educational components that support naval operational forces, from the perspective of shore-based infrastructures to the quality of naval personnel who man the fleet, as well as other Department of Defense (DoD) military services, foreign military, and DoD civilian personnel.

CMDCM (SW/AW) Jeromy M. Hartley

Command Master Chief, Mariner Skills Training Center Pacific

Command Master Chief Hartley is a native of California. He enlisted in the Navy in 1997, and attended Recruit Training Command in Great Lakes, IL.
