Lapse in Appropriations: The most recent appropriations for the Department of War expired at 11:59 p.m. EDT on Sept. 30, 2025.
Military personnel will continue in normal duty status, without pay, until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted will be placed in a non-work, non-pay status.

Mariner Skills Training Center, Pacific (MSTCPAC) is located at Naval Base San Diego (NBSD), San Diego, California.  As a result of the Vice Chief of Naval Operations (VCNO) Surface Force Comprehensive Review, Surface Warfare Schools Command (SWSCOLCOM) received direction to establish and develop comprehensive Mariner Skills Training Centers to provide the skills and training required to correct and improve upon deficiencies cited in comprehensive review.
 
Specifically identified were gaps in the way seamanship and navigation skills are developed and assessed on an individual and team basis and the use of ship handling and navigation trainers.
 
MSTCPAC was established on Oct. 1, 2020.

Mission:  To ready sea-bound warriors to serve on surface combatants possessing the ship handling and navigation skills to fulfill the Navy’s mission of maintaining global maritime superiority.
