Below is a list of items you are required to bring with you to Port Hueneme. This is not an all-inclusive list. Feel free to bring any personal items (i.e., medications, grooming items) you will require in addition to the items listed.

Safety
Operational Risk Management (ORM) will be utilized for all evolutions. Training Time Out (TTO) will be discussed before the start of each class for the safety of the staff, students and equipment. All safety and personal protective equipment will be provided, with one exception; only "A" School Students will be issued steel-toed boots. Safety equipment, material safety data sheet locations, and safety procedures will be identified prior to every evolution. High-risk courses have special conditions that must be met. These conditions will be explained prior to training. Drop on Request (DOR) procedures and applicability will also be addressed.
DO NOT HESITATE TO ASK INSTRUCTOR FOR SAFETY EQUIPMENT.
Be advised that driving conditions in southern California can be very hazardous. Drive carefully, buckle up and stay alert. With the heavy volume of vehicles on the freeways and streets, California has a high rate of vehicle collisions.
Your Arrival
All personnel are reminded to report in uniform with regulation haircut and shave.
Upon your arrival to
Naval Base Ventura County
Port Hueneme, report to the Naval Construction Training Center (NAVCONSTRACEN) quarterdeck, Bldg. 1184 (after working hours) or Bldg. 1:00 p.m. (normal working hours/ 7:00 a.m.-4:00 p.m./ Monday-Friday). Have your orders stamped and identify yourself as a student and the specific training you're here to receive. You will be instructed where and when to report.
Berthing
Prior to arriving in Port Hueneme, ensure berthing is arranged by contacting either Navy Gateway Inns & Suites Naval Base Ventura County Port Hueneme (or 1-877-Navy-Bed) or
Navy Lodge Port Hueneme
(or 1-800-628-9466). If rooms are not available at either NGIS or Navy Lodge, be sure to ask for a Certificate of Non-Availably (CNA). At that point, contact hotels in the local area to make a reservation. If you are on a PCS move, you will need to make the reservation with your personal credit card as the Government Travel Card is not authorized for use during a PCS. Once you have checked in for “C” School, you will be able to apply to receive funds to cover the cost of the hotel.
If you will be reporting to a command at Naval Base Ventura County (NBVC) upon completion of “C” School, you are eligible to stay in a hotel and receive reimbursement for up to 10 days while you establish a residence. This will be reimbursed when you file your final PCS travel claim at your ultimate duty station.
"A" School Students, both Air Force and Navy, will be housed in Bldg. 1184.
Dining Facilities
The dining facility is located in Bldg. 61 on the south side of the barracks area. Ensure you have a copy of your orders with you.
The Navy Exchange Snack Bar area has a Wayback Burger and Panda Express. Subway is located in the NBVC bowling alley complex next to the ITT ticket office. The 19th Hole is the Snack Bar/Starbucks located at the golf course at the east end of Pacific Road.
Pay Changes
There are several pay changes that can occur while at NAVCONSTRACEN. For married members PCSing to a command onboard Naval Base Ventura County upon completion of school, BAH will begin at the Port Hueneme rate as of the day you check in. For single Sailors PCSing to a command at NBVC upon completion of school, you will continue to receive BAH at the rate of your previous duty station. Upon checking into your ultimate duty station, you will request to receive single BAH at the Port Hueneme rate. For members PCSing and Port Hueneme is a temporary stop, you may request a Travel Advance through the local PSD to cover a percentage of your berthing costs while in school. This is usually 80%. When you report to your ultimate duty station, you will file a final travel claim and receive the remaining balance.
Liberty and Leave
If your instructors grant liberty, everyone is encouraged to visit the surrounding area, which has many things to offer. The Buddy System is encouraged if not required for students. The local area is defined as up to 300 miles from Port Hueneme (San Francisco, Las Vegas and Mexico are outside the local area). All personnel desiring to leave the local area in a liberty status will submit a Special Request Chit to their company commander/department head for approval. Leave is typically not authorized for any students during training. Special instances will be considered on a case-by-case basis.

Please accept our congratulations for being selected for this training by the authorities in your country. It is an honor for us to have you on board. We will put forth our very best effort to ensure you acquire the skills necessary for you to fulfill your responsibilities to your country. Our International Military Student Officer is your primary point of contact and can be reached at commercial (805) 982-2989 or DSN 551-2989.
While here, you will be treated to the same standards of conduct, grooming and military courtesies that U.S. Navy personnel adhere to. Please understand the success of your training requires you attend all classes on time, complete all homework or preparation assignments and keep yourself mentally and physically alert each training day.
If you are absent from class and we are not able to locate you within two hours, base security will be notified.
Leave will be granted during the established holiday stand down period.
Your instructors will provide a detailed course of instruction schedule once you arrive.
