NAVY Credentialing Programs (N9)

The Navy Credentialing Program is responsible for the execution of Navy Credentialing Opportunities On-line (COOL), United Services Military Apprenticeship Program (USMAP), and MilGears. These programs are a strong example of Dept. of the Navy’s enduring commitment to all our Sailors’ personal and professional growth. Professional credentialing acts as an integral part of the Services’ Learning and Development Strategy.  Credentialing helps recruiters sell Navy careers; it improves advancement opportunities and helps motivate our best Sailors to stay in-Service. By improving force readiness through initiatives like Navy Credentialing Programs, NETPDC is presenting Sailors with another key to career success that will benefit them while they’re in the Service and beyond.



MilGears (derived from “Military Gears”) is a Navy-developed, DoD Enterprise application framework based on the Services’ Credentialing Opportunities On-Line (COOL) programs. MilGears provides Service members and veterans with a personalized, self-assessment of the individual’s military training, duty assignments, off-duty education, credentialing, and in-Service and post-Service professionalization goals for the purposes of providing which civilian credentials and post-service career opportunities that may be immediately attainable and nearly attainable, how to fill any gaps, and next steps to accomplish their civilian credentialing and career goals.

Navy COOL professionalizes the Navy workforce through attainment of civilian credentials (industry-recognized certifications and Federal licenses) which benefits Navy’s recruiting mission, supports talent management objectives, and aids Sailors transitioning from active duty.  Navy COOL aligns Sailors with mapping their Navy education, training, experience, and competencies to civilian credentials.

USMAP is a formal, all-Services military training program that provides Service members the opportunity to improve their job skills and to complete their Department of Labor (DOL) civilian apprenticeship requirements while they are on active duty. In addition to improving professional expertise, USMAP can provide documentation of training and skills attained while on active duty. Upon completion, the DOL provides a nationally recognized Journeyworker Certificate of Completion.
