LABOR AND EMPLOYEE RELATIONS
 

NETC HRO Labor and Employee Relations (LER) provides guidance, advice and counsel to commands and activities supported on matters pertaining to LER matters. 
 

Services We Provide:
 
  • Implements regulations, instructions and policy regarding the LER Program.
  • Provides advice and guidance to all levels of management and employees on all applicable regulations, instructions and policies to include negotiated labor agreements and the Civil Service Reform Act Title VII.
  • Health, Welfare and Counseling Programs; Unemployment Compensation Program; ensures cooperation with the Office of Special Counsel.
  • Disciplinary and Adverse Actions - manages and processes disciplinary and adverse actions, including providing advice and guidance and negotiating settlements and alternative discipline agreements.
  • Grievance - manages and processes informal and formal administrative and negotiated grievances, including providing advice and guidance, early resolution efforts and negotiating settlements instructions and policies; conducts training for supervisory personnel on all aspects of LER.
  • Serves as management's representative during third-party proceedings including, but not limited to, hearings conducted by the Merit Systems Protection Board (MSPB), Department of Labor, arbitration hearings, and hearings conducted by the Equal Employment Opportunity Commission (EEOC); Responds to discovery and coordinating compliance with third-party decisions and orders.
  • Maintains disciplinary and union case files, and labor and employee relations research materials and databases.
  • Participates as a management representative in the Alternative Dispute Resolution (ADR) program and Equal Employment Opportunity (EEO) Program.
