Minority Serving Institution (MSI) Scholarship Program

The NROTC has a limited number of scholarships available for students to attend MSI schools, which encompass Historically Black Colleges and Universities (HBCU), High Hispanic Enrollment (HHE) schools, and other Minority Serving Institutions (MSI).

If you are interested in attending one of the schools listed below, you must respond positively to the MSISR question and list at least one of the MSI schools in your top 5 choices on your national scholarship application in order for the application to be processed.

Eligibility Criteria

Applicants may be of any gender, race, or ethnic background.
Must meet all Navy-Option NROTC Scholarship eligibility requirements (see Requirements) as well as:

  • Must be a Navy Option applicant (Marine Corps and Nurse Corps Option applicants are not eligible).
  • Must receive an Officer Interview from any NROTC Commanding Officer or Navy Talent Acquisition Group (NTAG) Commanding Officer.
  • Valid SAT or ACT Test Dates for the 2022 Scholarship Year are Dec 2019 to Dec 2021.
  • Qualifying scores on Scholastic Aptitude Test (SAT) or American College Test (ACT):
 

SAT: 540 Math; 550 Verbal/Critical Reading

SAT Combined score of 1100 is NOT REQUIRED for MSI Scholarship
If Combined test score below 1100, must respond positively to the MSISR interest question in the application in order for application to be processed

OR

ACT: 21 Math; 22 English

ACT Combined score of 44 is NOT REQUIRED for MSI Scholarship
If combined test score below 44, must respond positively to the MSISR interest question in the application in order for application to be processed

 
  • Any combination of scores, regardless of test type, can be utilized to achieve the minimum test scores of each category.
  • Applicants must list at least one MSI school with an affiliated NROTC program in their top 5 choices on the national scholarship application.
  • Applicants must apply to one of the NROTC affiliated MSIs listed on their national scholarship application, if not currently enrolled, and must be admitted in order to use their scholarship if selected.

Application Process

Complete the on-line application

  • Work with your NROTC Coordinator to ensure the application is completely processed and ready for board consideration.
  • All MSISR Applicants must conduct an NROTC Applicant Fitness Assessment (AFA) and provide their scores to their recruiter in order for their application to be considered complete and forwarded for consideration by the selection board.
  • The test consists of abdominal crunches, push-ups, and a one-mile run. The purpose of the test is to evaluate your level of physical fitness.

Work with your NROTC Coordinator to schedule an Officer Interview with any NROTC Commanding Officer or NTAG Commanding Officer.
